HSE Manager 

Key Responsibilities


 To ensure the continued development and implementation of GEPZafiro’s best practices in Health, Safety, Environment, Quality, and Security, supporting safe and efficient business delivery across Block B.
 The role will work closely with GEPZafiro and Petrofac operations, engineering, and QHSSE leadership to integrate QHSSE principles into daily activities, coordinate improvement initiatives, and maintain effective communication between onshore and offshore teams.
 A key focus will be on strengthening data integrity, learning from incidents, and embedding continuous improvement through proactive engagement, coaching, and alignment with Petrofac’s corporate standards and values.
 Support development and implementation of GEPZafiro HSE and security systems for managing installation and facility risks relating to: Occupational health and hygiene programs, Occupational and process safety, Environmental protection and compliance, Site security management.
 Advise on and establish arrangements for emergency and medical response, pollution control, and interface with out-of-country specialist response teams.
 Participate in emergency call-out rota as required.
 Lead and participate in risk assessment meetings and reviews, providing independent challenge and assurance.
 Support the development of emergency and bridging documents, SIMOPS dossiers, and HSE inputs to shut down and campaign plans.
 Support campaign and shutdown readiness reviews, lessons learned sessions, and HSE plan development.
 Conduct audits and assurance checks to verify compliance with GEPZafiro HSE systems, national codes, and legislation.
 Lead, coach, and mentor GEPZafiro personnel to build competence in international HSE best practices.
 Lead or facilitate Root Cause Analysis (RCA) and 5 WHY investigations for incidents and non-conformances.
 Develop and track corrective and preventive actions to closure.
 Support the Customer in inputting and managing Non-Conformance Reports (NCRs) in their system.
 Monitor trends and recurring issues to identify systemic improvement opportunities.
 Oversee the integration of quality checks and verifications into operational workflows (e.g., maintenance, shutdown, and engineering).
 Maintain NCR, RCA, and lessons learned registers and provide regular performance reporting.
 Drive continuous improvement initiatives by analysing incident, audit, and quality data to identify gaps and develop improvement actions.
 Ensuring compliance with ISPS Code, Bahamas Maritime Authority requirements, and company security standards.
 Maintaining auditable processes for personnel, visitors, and materials across onshore and offshore facilities.
 Including emergency response integration, incident reporting, and investigation aligned with QHSSE principles.
 Ensuring visible leadership, consistent communication, and compliance with approved security procedures.
 Conduct annual audits, and drive continuous improvement through leadership feedback and corrective action tracking.
 No direct accountability but may have single-point responsibility for coordinating cost, time and resource matters relating to regulators and specialist QHSSE and ER/CM contractors’ activities as agreed with GEPZafiro management.
 Managing the available expertise and resources to ensure that timely, fit-for-purpose advice and support is delivered to all stakeholders whilst balancing the often-competing demands of the different stakeholders, in the context of a fast-moving operational and projects environment and the need to achieve regulatory compliance and continuous safety improvement, at all times meeting project delivery schedules.
 Applying clear and consistent logic to a variety of technical problem-solving challenges, e.g. risk assessments, root cause analysis, development of QHSSE improvement programmes.

Essential Qualifications And Skills


 Hold a relevant qualification (e.g. NEBOSH Diploma; degree or higher level in safety or risk; Chartered member of relevant Institute) or be working towards same, and have minimum years of experience in HSE management relevant to major accident site production operations
 Experience in HSE, Quality, and Security roles in Oil and Gas or another high hazard industry, is essential.
 Ideally, experience of implementing QHSSE systems and programmes in West Africa or another international scenario.
 Technical knowledge and experience in hazard identification, with detailed knowledge of QHSSE practices and procedures, Control of Work and emergency response.
 Detailed knowledge of process safety.
 Detailed knowledge of occupational and industrial health and safety
 Broad understanding of human performance and human factors.
 Broad understanding of environmental issues relevant to the industry.
 Ability to manage professional staff and work in a team environment.
 Ability to work in a multi-stakeholder environment with evolving targets and objectives.
 Strong presentation and interpersonal skills.
 Capable of both effective delegation and also hands-on delivery of required work.
 Ability to consistently meet deadlines.
 Trained incident investigator and auditor, or demonstrable competence in the subject.
 In-depth experience of liaising with clients and workforce.
 Experience of liaising with regulators, offshore inspection planning and enforcement action management and close-out.
